3M Open: North Oaks’ Frankie Capan III set to tee it up as a pro on the PGA Tour, with his mom on his bag Charlynn Capan was meant to be a fill-in caddie. Her son, Frankie Capan III, was in the early stages of the Korn Ferry Tour qualifying process last fall and needed someone to carry his bag until another caddie could pick up the duties.Charlynn caddied for Frankie a few times in the past. She toted the bag for Frankie on an annual basis at a kids regional event in Port St. Lucia, Fla., for three consecutive years when Frankie was younger. The results, per Frankie — two victories and a runner-up finish.Not too shabby.Charlynn was also on the bag when Frankie reached the quarterfinals of the 2019 Western Amateur. The duo combined to win a U.S. amateur qualifier. Appeals court revives victim’s lawsuit over sexual abuse by former South St. Paul teacher A woman who says she was groomed and sexually assaulted at school by her former South St. Paul teacher can pursue legal claims against the school district, an appeals court panel ruled Monday.The anonymous woman sued the district in June 2020, but Dakota County District Judge David L. Knutson last year dismissed the case.A panel of three appellate judges on Monday overturned that decision, finding in a nonprecedential opinion that a reasonable jury could conclude the school district is liable for the woman’s abuse. Driver killed in Andover head-on crash ID’d A driver killed after crashing his SUV head on into a pickup truck last week in Andover has been identified as a Brooklyn Park man.The wreck happened near the intersection of Round Lake Boulevard Northwest and 174th Avenue Northwest just after 3 p.m. Wednesday. The driver who died was 40-year-old Jim Fong Xiong, the Anoka County sheriff’s office said Monday.Xiong was headed south on Round Lake Boulevard in his sport utility vehicle when he crossed into the northbound lane and struck a pickup truck driven by a 40-year-old man from Andover, the sheriff’s office said.Xiong later was pronounced dead at a local hospital. FEMA funding to clean up flood mess ALBANY, N.Y. (WTEN) -- July's extreme flooding left one dead and parts of the state in need of major reconstruction. The Federal Emergency Management Agency will use a program known as “public assistance” to provide New York with disaster relief. Public Assistance is a reimbursement program that gives federal dollars to communities to recover from disasters. The following counties will be using the program to help with debris removal, repairs to buildings, infrastructure and more: Clinton, Dutchess, Essex, Hamilton, Ontario, Orange, Putnam and Rockland. Breached beaver dam gushes water from 40-acre pond STEPHENTOWN, N.Y. (News10)-A breached beaver dam resulted in rushing water being released from a pond, washing out a Rensselaer County roadway and damaging one home in the rural community of Stephentown, New York. The Stephentown fire chief tells News10 that they received a call for service around 6am Monday morning regarding severe flooding on Garfield Road. “It’s a lot of water to come off the top of the hill, and across the road here,” said Dave Anthony, Highway Superintendent for Rensselaer County. Woman, man, and child shot in south St. Louis family dispute ST. LOUIS -- A woman, man, and a child were shot Monday afternoon near the intersection of Keokuk and Nebraska in south St. Louis. Police say all three victims have gunshot wounds to their legs.Gunfire erupted in the middle of the street Monday. Children from different families were were fighting. The father of one of the kids involved in the fight was taken into custody. People living in the area say kids were using weapons in the fight.
